Is it possible to lower skills in Maplestory?

I had put a few extra points onto teleport and cold beam when I shouldn’t have. I wanted Tele = 1 till I get my other skills up all the way.
I also want to get rid of a point I have applied to Cold beam. It would help me out a lot. Thanks for answering in advance.
